Trying to understand the relationship between the state, agencies, children and their families feels impossible. That’s why we brought in Nebraska native, UNL graduate, and the executive director of the Foster Care Review Board, Monika Gross. She walks us through the timeline of when Nebraska outsourced case management to agencies in 2009, through our current crisis of financial mismanagement at the current Kansas based vendor, St Francis Ministries.
